Apparently repeating blood libel does not qualify in Sweden as “contempt towards a person or group of people based on their race, ethnicity, or nationality”. Wonder what does?
Sweden: No probe of newspaper’s story

Sweden won’t investigate a newspaper that alleged Israeli soldiers kill Palestinians to harvest their organs, an Israeli broadcaster says.
Israel Army Radio reported Sunday that Swedish judicial authorities have declined to investigate an article that appeared in the tabloid Aftonbladet, which reported accusations by Palestinians that Israeli soldiers killed civilians for their organs to Jewish U.S. criminals, the Israeli newspaper Haaretz said.
The story sparked cries of libel by Israeli officials, and Stockholm’s refusal to discipline Aftonbladet has contributed to a diplomatic row between the countries.
Swedish officials determined the newspaper didn’t violate any laws, which state that newspapers can be charged only if an article threatens or expresses contempt towards a person or group of people based on their race, ethnicity, or nationality, Army Radio said.
